The project develops an adaptive civic infrastructure that integrates food production, environmental remediation, and public space within a large-scale structure. Responding to agricultural runoff, biodiversity policies, and changing hydrological conditions, the scheme combines hydroponics, aquaponics, and blue-green water systems with flexible civic programmes, creating an inhabitable framework for both ecological management and community activity. Operating as bridge, landscape, and public condenser, the proposal repositions infrastructure as an active social and environmental catalyst.
